| Discussion on the Development and “Non-Development ”for the Scientific Research Institute Library |

| Abstract:The paper elaborates more clearly the significance of the development of scientific research institute library, from the aspects of the "20/80 Rule", the non-use value of library collection resources and the culture of scientific research institute library. It points out distinguish development road and rationality development in the non-development trade-offs in judgment. |
