Through data statistics and service investigation of medical and health novelty assessment agencies in Zhejiang province, the paper analyzes the problems and the reasons which restrict the development of novelty assessment work and puts forward some corresponding countermeasures for solving these problems, in order to help orderly development of novelty retrieval agencies, such as strengthening communication with higher authorities and sci-tech administrative institutions, constructing quality evaluation standard of novelty assessment report, reinforcing scheduling to response to the peak time, extending service contents and intelligence functions, exploring new business direction, carrying out academic research, etc.
