The paper points out that lack of equity awareness perform in college and university libraries in the aspects of rules and regulations formulation and librarian′s service awareness. It analyzes the reasons for the lack of equity awareness from the aspects of development history of libraries as well as the contradiction constituted by librarians and readers, then puts forward strategies to construct equity awareness in college and university libraries including satisfying reader′s inner spiritual needs of equity, changing service ideas and structuring communication platform for readers to form the equity awarcness in libraries.
