As a part of The American Recovery and Reinvestment Act (ARRA), US government will provide a reimbursement incentive for electronic health records(EHR),thus Meaningful Use(MU)standard,which is an allocation scheme,is newly introduced.The paper introduces 23 targets which should be achieved by the hospitals in MU evaluating standards, elaborates the demands of different users for MU standards, points out the key contents, current problems, challenges and possible impacts of meaningful use standards.
