The paper introduces the hierarchical diagnosis and treatment modes at home and abroad as well as domestic hierarchical diagnosis and treatment cases, analyzes the advantages of establishing hierarchical diagnosis and treatment in the field of maternity and children healthcare and the problems that should be solved for hierarchical diagnosis and treatment, designs the hierarchical diagnosis and treatment application system process, and puts forward its guarantee mechanism.
