The paper introduces the connotation of Open Access (OA) journals and the reuse. Through the analysis on the infringement issues in the process of the OA journals reuse by library, it searches the countermeasures to protect library's rights, puts forward the suggestions for reuse risk avoidance of library by focusing on the analysis on the interests of reusing OA journals by creative commons license agreement, journals review and reuse service mode, strives to avoid copyright dispute in reuse of OA journals, and enables sustainable development of OA journals reuse of library.
