| 中文摘要:以我国患者医疗数据隐私保护制度体系为调研对象，对其现状特征及面临挑战进行分析。研究发现我国已建立涵盖法律制度、政策文件、部委规章及国家标准在内的关于患者健康医疗隐私数据安全的制度框架体系，呈现出规制内容日趋明确、措施指导性渐强的特征，但在制度专指性与操作性、医疗数据隐私边界规范性、法规措施与实践共融性方面仍面临挑战。 |

| Privacy Protection System of Patient Medical Data and Realistic Challenges Confronting It in China |

| Abstract:Taking the privacy protection system of patient medical data in China as the study object, the paper analyzes the characteristics of its current situation and the challenges it is facing. The research finds out that an institutional framework system of privacy security of patient healthcare and medical data covering legal system, policy documents, regulations of ministries and commissions and national standards has been formulated in the country. The framework system has taken on characteristics of clearer contents of the regulations and stronger guiding significance of the measures. However, it still faces challenges in system specificity and operability, privacy boundary normalization of medical data, integration of regulations, measures and practices and other aspects. |
