The paper discusses the features of internet speeches as following: open, anonymous and interactive, analyzes the positive and passive effect of these special commentaries, expounds that governmental departments should lead the wave, guide the speeches in positive development, suggests that internet speeches should be prohibited disturbing social order, harming others’ rights, infringing personal privacy and disseminating false and vulgar information.
