The paper expounds the current international and domestic development mode and status of regional library consortium，discusses the dilemmas and existing problems challenging small and medium sized libraries. It proposes the mode of setting up regional professional library consortium and the idea of various regional professional library consortiums constituting information and documentation support system at district-level.
