The paper, based on the questionnaires of utilization status of electronic reading room in college and university libraries, analyzes the demands of various types of readers, proposes “reader-centered”service idea and explores innovative management and service tactics from following sections: management, communication, propaganda, training, guidance, building of learning platform and postgraduate entrance examination consultant，etc.
