The paper introduces the tunnel exchange technology, expounds the detailed protocol of the primary phase project of Virtual Private Network(VPN) in network direct reporting system, as well as the concrete protocol for updating and re-constructing of the primary phase project with tunnel exchange technology. It discusses how to build a convenient and secure information transmission platform for the system by applying the VPN technology.
