The paper takes the 300 novelty assessment reports as examples and carries out the evidence-based statistical survey, analyzes the current situation and existing problems of applying evidence-based medicine to the medicine and health sci-tech novelty assessment. It believes that the novelty assessment should change the mode of document-based to the evidence-based,proposes some suggestions: purchasing suitable evidence-based medicine database as soon as possible, training on the evidence-based medicine for the novelty assessment staffs and improving foreign language level of them, etc.
