The paper expounds the network advantage of the scientific research management, investigates the existing informatization degree in scientific research institutes, analyzes the existing problems. It also dissertates the principles, the conditions of establishing and exploring a network management system, points out that the construction of network management system is the priority mission of scientific research information management at the present stage.
