Oversea students in colleges and universities have their own difficulties and characteristics in the aspects of information demands and library resources utilization, the paper considers that utilizing the following comprehensive and systematic service countermeasures could improve the level and effects of information services to oversea students, including: cultivating service consciousness and capability of libraries, strengthening communication with oversea students, attracting oversea students participating in library management and resources collecting work, strengthening the training of information utilization techniques, etc.
