The paper analyzes the reasons of the problems of difficulty in getting medical treatment, combined with the practices in Suzhou area, it elaborates the ways to resolve the problems through regional health informatization, around the all-purpose card project, including two-way referral, mobile payment, unified appointment registration, personal health management, etc.
