The paper analyzes the opportunities brought by international higher education for college and university libraries development, reviews the countermeasures of the services for transfer students in foreign college and university libraries, proposes suggestions for college and university libraries service reform in China, including international library environment construction, targeted collection resources construction, literacy training for transfer students, effective communication channels construction and the improvement of librarians' capacity for serving transfer students, etc.
