The paper starts with respective characteristics of medical advices and charge item, analyzes the importance of constructing a scientific and rational relationship model between those two disciplines. It proposes concrete constructing suggestions from the aspects of planning basic medical advices reasonably, constructing referent charge property for medical advices, constructing part property for charge item evaluated in an application form, etc. This system has good operational applicability, effectively improves the working efficiency and reduces management cost.
