The paper introduces the theory of field effect, clarifies internal and external factors which are affecting field effect, including the knowledge stock, knowledge states, knowledge distance as well as policy,channels and field openness level. It puts forward countermeasures to cultivating high-level team of librarians from following aspects: expanding librarian's knowledge stock, optimizing their knowledge existing status and decreasing the knowledge distances.
