The paper introduces the connotation of medical sci-tech novelty assessment and evidence-based medicine. By simple analysis of the problems existed in present novelty assessment methods it provides a set of methods in evidence collection, retrieval strategy, classification, correlation analysis and utilization, which is to promote traditional novelty assessment transfer to evidence-based novelty assessment.
