The paper introduces the idea of constructing an information supporting platform for comprehensive payment reform. This system sets out from the actual needs of both hospitals and governments, can be used for different heterogeneous of hospital information systems management and monitoring. It collects the data of the service process in primary health care institutions, thus realizing meticulous management of medical service costs, qualities and performance of medical staffs.
