The paper analyzes the background and actual significance of expanding sci-tech novelty assessment, points out the facing problems of carrying out novelty assessment for doctoral dissertation proposal, then proposes corresponding countermeasures, including improving the staff′s literacy, strengthening communication with applicants, carrying out novelty assessment lectures, etc.
