The network system and progress requirement both in new rural cooperative direct subsidy system and Hospital Information System(HIS) are analyzed in the paper. Based on this, the concrete design for implementation is generated, including structuring suitable net work in hospital, matching three major catalogues, modifying the data framework, developing and adjusting the interface software. The experiment reveals that the interface would match between the two systems which is promoting the efficiency.
