The paper introduces the characteristics, objectives of preventive medicine special institution libraries. Existing problems and implementation steps for better development are proposed including optimizing and reorganizing current resources, adapting digitalization construction, constructing comprehensive evaluation system, providing characteristic services and creating both vertical and horizontal integrated resources utilization and development mode.
