The paper elaborates the significance of popularizing residential Electronic Health Records (EHR), five major problems to be solved which result in "three low" phenomenon in residential EHR application are listed, including record establishment and updating, record construction and application, information resource sharing and personal privacy protection, popularization and personalization, personnel demands and training, etc. At last the coping strategies are put forward.
