Based on summarizing the experience of scientific research management system construction in Chinese Academy of Medical Sciences, the paper proposes the construction of web-based open scientific research management system utilizing computer and network technologies and introducing third-party oversight. It introduces the characteristics, functions and the main points in design and application, the construction of this system is an active exploration for scientific research management ways, the efficiency and quality of scientific research management work could be improved.
