The paper analyzes the current status and characteristics of scientific and technical novelty assessment, elaborates the new problems in the new era, combining with the information service status in Medical Library of Chinese PLA, it proposes the countermeasures of expanding novelty assessment service to developed information consultation service, including developing part-time novelty assessment personnel, constructing collaboration platform, launching cooperative development with knowledge service, expanding intelligence research service.
