The paper discusses the basic concept, pattern and implementation methods of the semantics-based electronic health records information organization and points out the electronic health records is the basis for realizing the community medical health service network system. The fundamental objective of the electronic health records information organization is to serve the vast information consumers, producers and transmitters.
