The paper analyzes the feasibility of further promoting graded medical treatment model through "moblie medical + medicare", and constructs "moblie medical + medicare" to promote the graded medical treatment model. By analyzing the innovative mode from stakeholder and "cooperation" among the aspects of medicare, medical care and medicine, it points out the significance of such construction.
