The paper introduces the definition and connotation of e-government, e-government cloud platform and resident health card, expounds the design and application of the electronic health card system based on e-government cloud in detail from the aspects of technical route, information resource system, card sending channel, card authentication method, application and modification and so on, discusses the application scenarios of electronic health cards.
