The paper introduces the concept and connotation of hierarchical medical and two-way medical, analyzes the development requirements of two-way referral management system, expounds on the design and function implementation of the system in terms of interface platform, key technologies, user roles, system process, database, etc., and points out that the system helps to facilitate the rational use of medical and health resources and promote the implementation of hierarchical medical system.
